Shongaloo man faces indecent behavior charges

A north Webster Parish man surrendered to Webster Parish Sheriff’s deputies for indecent behavior with a juvenile under the age of 13.

Saturday afternoon, Wayne David Knippers, 38, of the 200 block of Hwy. 2, Shongaloo, reportedly walked into the WPSO Criminal Investigative Division and asked to speak to an investigator concerning a Department of Child and Family Services’ report of sexual assault.

“Knipper confessed to touching his foster daughter inappropriately since 2017 when she was 11 years old,” said Sheriff Jason Parker. “He admitted the last time he touched her was August 2, 2023 while she was sleeping. He confessed to touching her in an inappropriate area and always over clothes.”

The sheriff said all incidents occurred inside Webster Parish. Knippers was charged with indecent behavior with a juvenile under the age of 13 and transported to Bayou Dorcheat Correctional Center.

This information has been provided by a law enforcement agency as public information. Persons named as suspects in a criminal investigation, or arrested and charged with a crime, have not been convicted of any criminal offense and are presumed innocent until proven guilty in a court of law.
