Dixie Inn aldermen anxious to hire new chief, patrolmen

By Marilyn Miller

Members of the Dixie Inn Board of Aldermen are anxious to begin hiring part-time patrolmen for their village. However, they first must decide how much to pay them, and Mayor Donna Hoffoss advised them during Tuesday’s monthly meeting that “We need to get us a new chief first, and we can go from there.”

The aldermen then discussed why there was such a dire need for law enforcement, largely due to a non-regulated trailer park in the west of Dixie Inn where guns, knives, beatings and drug deals thrive.

“I’m tired of singing this song,” alderman Nell Finlay commented, after describing how the neighbors of the trailer park live in fear of having their cars and houses broken into and their private property used as a public by-way.

Alderman Judy McKenzie suggested that a special meeting be called to decide on a new chief. “We can’t just keep going month after month after month,” she said. “We are spinning our wheels. We need to move forward.”

Mayor Hoffoss told the Board that she has a candidate in mind, and that she would contact them about a special meeting if it’s required before the August regular meeting.

In other business, the Board:

  • Moved to allow the mayor to draw up an ordinance requiring restaurant employees who work where alcohol Is served to have ABO cards issued by the Village at a yearly cost of $25. “It would mean money for us,” said Alderman McKenzie. “The City of Minden requires them (ABO cards), as does the State. I think we need to do it;”
  • Commended the Louisiana State Police and other law enforcement agencies for helping the Village;
  • Adopted the Minutes of the June Regular Meeting and the Special Meeting on June 30, 2024;
  • Adopted the June 2024 Financial Statements;
  • Mayor Hoffoss reminded aldermen that qualifying for the November 2024 elections will take place July 17-19 at the Webster Parish Clerk of Court’s Office.

Back to School Bash this Sunday at Babb Park

By Paige Gurgainers

The Young Women’s Service Club (YWSC) of Minden will be at Babb Park this Sunday, July 14 from 5 to 7 p.m. for their second annual Back to School Bash.

Members of the YWSC have worked hard since their inaugural event last year to make it even bigger and better. There will be bounce houses donated by b1 Bank, a sno cone trailer sponsored by GBT and hot dogs donated by Hugh Wood Catering. There will be a raffle to win free bicycles donated by the Minden Civitans. (Child must be present to win)

Most importantly the YWSC will be lending a helping hand to parents and school age children as they prepare to enter the 2024-2025 school year.

“This past winter, we did a raffle for a Cajun fryer and raised enough money to provide 400+ backpacks with supplies,” said YWSC President Jessica Haymon.

They will be distributed on a first-come, first-serve basis for students entering Kindergarten all the way to Seniors in high school.

If the community would like to make donations or contribute to making this event a success, they can drop off items at the following locations through town: Carter Federal Credit Union, b1 Bank, Brewer Physical Therapy and Busy Bee Pediatrics.

Minden’s 6U Sweetees punch ticket to Dixie Softball World Series

The Minden 6U Sweetees notched two big wins on a steamy Saturday in Alexandria in the Dixie Softball State Tournament.  The bats were hot early as they faced off against Ruston, led by Paisley Harlon, Elizabeth Fox, and Hope Lincoln, all with 3 hits and 3 runs scored.

Emersyn Biles, Jincie Ogwyn, and Adalyn McClaran each added multiple hits, and the defense held up their end of the bargain with a 5th inning stand against a strong Ruston squad for a final score of 15-14.

The Minden Sweetees kept the offense rolling in game two against West Monroe, tallying 10 runs on 19 hits.  The defense again proved strong behind the outstanding play of first baseman Hope Lincoln, holding West Monroe scoreless in three of the five innings played.

Minden fell short on Sunday, again finishing runner-up to the District Champions from Ruston.  However, the second-place finish earned the Sweetees a seat at the table for the World Series to be held in Monroe beginning July 26th.

Don’t let the ribbons and curls fool you, these Minden girls play for keeps and look to make another strong showing as they represent Louisiana at the Dixie Softball World Series.  They’ll soon trade in their cleats and gloves for pencils and notebooks come August, so get out and support the biggest little ballers around as they push for some World Series hardware!

On A Personal Note

By Jessica Gorman

As you may have noticed, there was no Historically Speaking the past two weeks. To be perfectly honest, there’s no other reason than the simple fact that there’s been a lot going on and I just didn’t manage to get it done. So, what was keeping me so busy? Well, two big things are a new book that will be available very soon and preparations for our upcoming fundraiser gala. In addition to that, there are meetings to attend, meetings to plan, and meetings to host. We have an expansion project that needs to be tackled and I’m exploring opportunities to make that happen. I’m looking ahead approximately two years, at potential projects and programming and how we can better serve our community. There’s research and digitization and additions to our Flickr page that need to be done. The list goes on.

In the midst of everything, I realized that I have been Executive Director of the museum for a full year. I’ve made it a whole year and the doors are still open. That may seem silly, but keeping the museum funded is the most important part of my job. It’s also the most intimidating. While we operate on a fairly small budget, the reality is that we have no guaranteed source of income. All I can do is set goals, work toward meeting them, and have faith that we will. So far this year, several of those goals have been met and I’m working to ensure the others are, too, but there are never any guarantees.

Reflecting on the past year, I’d like to take the opportunity to express my appreciation to anyone and everyone who has supported me in the past year. Thank you to Bonnie for publishing this column. Thank you to each and every one of you who reads it. If you have shared an encouraging word, thank you. If you have visited the museum and dropped a few dollars in the donation box on your way out, thank you. If you have attended an event, bought a book, donated items, helped out in anyway, thank you. To those of you who provide financial support, you make the operation of this museum possible. Without you, nothing I do matters. Your generosity and support do not go unnoticed or unappreciated. Personally, I cannot thank you enough.

So, looking forward, we have our annual fundraiser gala coming up at the museum. It is our most important event of the year. This year’s gala will be held Monday, September 9 at 6 p.m. The money raised goes directly into funding the museum for the coming year and makes up a significant portion of our budget. We hope to see you there. If you are unable to attend, but would still like to support the museum, donations can also be made via our website.

As I mentioned, we have a new book that will soon be available. Minden, Louisiana: Then & Now pairs old photographs of Minden with the current, corresponding view. Keep an eye out for more information coming soon.

We have one more “Night at the Museum” event scheduled for this year. If you’ve heard the stories of notorious local outlaws Link Waggonner and Tom Kinder, you’ll want to plan to be at the museum on October 21st to hear Claiborne Parish Library Historian Wesley Harris tell about his newest book Wild Boys: Outlaws Link Waggoner and Tom Kinder and the Policy of Violence in 1890s Louisiana.

Webster Parish is extremely fortunate to have had people who dedicated their time and money to create such a spectacular museum, to create a place to preserve our collective history. I hope you will join me in taking care of it, keeping it funded, and moving it forward.

(Jessica Gorman is Executive Director of the Dorcheat Historical Association Museum, Webster Parish Historian, and an avid genealogist.)

LDWF wants public’s help with survey

The Louisiana Department of Wildlife and Fisheries (LDWF) Wild Turkey Population Survey, which debuted in 2022, has added a valuable tool to the agency’s effort to track the species throughout the state. LDWF would like to ask the public to continue to participate in the survey throughout the year to support wild turkey conservation efforts.

LDWF has tracked wild turkey reproduction since 1994 with a survey conducted by volunteer participants during the summer. It provides important trend data with regard to reproduction and recruitment in Louisiana turkey flocks. However, over the years, the number of observations declined resulting in less reliable data. The new online reporting component has augmented the summer surveys, which will continue.

“We’ve been pleased with how this web-based tracking component has allowed us to expand our survey,’’ LDWF Small Game/Wild Turkey Program Manager Cody Cedotal said. “Anyone is able to assist us in our effort to keep track of our state’s turkey populations. The good thing about it is you can report sightings to us at any time of the year, not just in the summer or during turkey season. If you see one, we’d like to know.’’

The data obtained allows managers to monitor population trends and help make regulatory recommendations as necessary to sustain populations.

The survey can be accessed on the LDWF website at (https://www.wlf.louisiana.gov/subhome/turkey) or directly at https://storymaps.arcgis.com/stories/81c20aa4e4524fbcbecc2c426d9d3e2a

Once you have opened the portal to the survey, simply click the “LA Turkey Survey Data Entry” to review the specific instructions and log each separate wild turkey observation. You will be asked to provide your name, date, location and the number of males (adults or juveniles), females, and/or poults seen.

If you are interested in keeping up with observations as they come in, check out the “Turkey Survey Dashboard” tab. Here you can view updates on how many observation have been reported so far during the year. You will be able to view reported observations by parish and track the number of birds seen by sex and age to an extent (poult, juvenile male, adult male).

For more information contact Cody Cedotal at 225-765-2361 or ccedotal@wlf.la.gov.

Board hands Rowland pay hike with new contract

Attorney Jon Guice addresses Webster Parish School Board.

By Pat Culverhouse

Webster Parish Superintendent of Schools Johnny Rowland received a raise and the opportunity to add even more through incentives Tuesday when school board members approved his new four-year contract.

Rowland will get a $5,000 annual boost to his current base salary of $138,068 and will receive an additional $1,000 for each target criteria he achieves for the school district in six areas. Incentives could be paid beginning with the 2024-25 school year and for the term of the contract:

• if the school district obtains two points or more growth in the District Performance Score.

• if the district increases by three points or more the Progress Index.

• if the high school graduation rate, in any year, exceeds the state average.

• if the attendance is at or above the state average in any year.

• if the school board’s general fund balance increase from the previous year.

• if the ACT index for the school district meets or exceeds the state average.

Contract terms also call for the board to pay a $1,000 per month allowance for in-parish travel, insurance and maintenance in lieu of providing an automobile. Rowland is required to provide his own vehicle, incur maintenance costs and maintain a minimum liability coverage of $100,000/$300,000.

Board members also agreed to increase the superintendent’s cell phone allowance from $25 to $150 per month.

School board attorney Jon Guice outlined terms of the contract which received unanimous approval from board members.

Security cameras at Harper Pathways to Excellence Center, proposed by Homeland Safety Systems and costing $96,469.30, were also approved Tuesday. Funds for the purchase will be coming from four parish funds.

Members gave thumbs up to $42,714.36 from the District 6 One-half cent sales tax fund, $28,476.24 from the Springhill Maintenance Tax Fund along with another $18,280.30 from District 3 Maintenance Tax Fund and $6,998.40 from the Doyline Maintenance Tax Fund.

Under the agreement, Homeland will install 55 new IP cameras throughout Harper and will connect to two, 32-channel Network Video Recorders (NVRs) which will be installed in an approved area.

A video management system (VMS) will be installed in the office to view and manage cameras. Two wall-mounted 43-inch monitors will also be installed, capable of viewing up to 96 cameras per monitor simultaneously.

Board members also approved expenditures totaling $475,230.99 from the various parish maintenance, building and sales tax funds for projects and equipment at parish schools. Those included:

• Consolidated Dist. 3 Maintenance Fund: $76,424.49.

Largest expenditures: $22,310.80 to replace water heater in gymnasium mechanical room at Lakeside Jr/Sr High; $25,500 demolition in varsity football locker room at Lakeside; $12,304 for utility vehicle for Lakeside; $11,225.75 for six new desktops and one new laptop for teacher use at Lakeside.

• Doyline Maintenance Fund: $23,269.21.

Rec Department requests on City’s wishlist

By Bonnie Culverhouse

Minden Recreation Department has a budget wishlist that includes fans, score boards, batting cage pavilion cover and splash pad repairs  presented as part of a City of Minden budget workshop last week.

Splash pads

Minden Mayor Nick Cox said the splash pads are an important recreational item at the parks and need an excessive amount of work.

“When there are no children there (at the parks), I don’t like to see them running,” Cox said. “The amount of water that pours through there when there are no children is really unbelievable. The cost is not just the pump cost, but all that water is treated to be drinkable, so I don’t like to see it wasted.”

One issue is updating the sensors, he said.

“Right now, we are going by there and manually overriding the splash pad parks,” he said. “They are running even when there are no kids there.”

Cost to repair the splash pads – at Victory, Ewell and Babb parks – is in the range of $47-$52,000. It would include metal cages constructed around the sensors to prevent vandalism.

The splash pads are around 20 years old, and according to Parks and Recreation Department Assistant Director Mike Aguilar, many replacement parts are no longer available, and when some are replaced, it starts a domino effect in order to make all parts work together.

Councilpersons agreed about the importance of the parks and said they would like to see the splash pads updated as much as possible.

“They are supposed to be programmed to come on every day at 10 a.m. and go off at 7,” Aguilar said. “If the sensors are working right, after four minutes, they will go off.”

Batting cages and pavilion cover

Councilman Andy Pendergrass said he would like to see more usage of batting cages at the rec department ballfields, but with no cover, the weather is a factor.

“We have four batting cages, and they are metal frames,” Pendergrass said. “If you go to other complexes, they are covered. You can imagine being in those cages practicing as hot as it is, plus if it rains, no teams can practice at all.”

Estimate to cover the cages is $85,450. For 12 LED strip lights, four fans – which would go in the top corners of the cages – and receptacles are an additional $13,600. All in, cost is around $100,000.

“A hundred thousand is a large number,” said councilman Buddy Myles. “I would like to wait until maybe next year.”

“The lights and fans would go with it,” Pendergrass said. “The cages would be used quite often because the maintenance guys don’t have to go get the fields ready for use, like they would for field practice.”

Pendergrass said he does not feel good about waiting.

“A lot of money has been spent at the rec to make the rec employees’ lives easier,” he said. “But I haven’t seen a whole lot of money allocated to make the experience of the kids better. Everything has been made easier on the people working out there. It has stripped down the experience for the kids.”

Scoreboards

According to Aguilar one of the scoreboards no longer works.

“It’s a digital board but something doesn’t work right about the wiring,” he said. “Two of the scoreboards need replacing because we have junior high baseball, Minden High – and Webster does their little league there.”

Cost for two new scoreboards is around 11,500.

Cox said that by deleting from the budget two generators totaling $235,000, more of the projects could be addressed.

“We’re in the top tier to get grants that will cover the generators,” Minden Fire Chief and Homeland Security Director Brian Williams said.

“If we back out that, we can do everything – the pavillion covers, scoreboards –  for like $250,000, and we don’t have to pull from reserves.” Cox said.

Pool pumps

Lastly, the council discussed covering the pool pumps at the rec center. Enclosures for the pumps were added to the original budget, Cox said.

Rec Center Director Zita Williams said about $40,000 was spent recently to replace filters in the outdoor pool, as well as hundreds of dollars to fix pipes.

“We have covered the pumps with a tarp,” Williams said. “This is two winters straight we have had to deal with busted pipes, and those pumps were running. We have no heating back there … it’s not enclosed.”

Pendergrass said he would prefer to see the council cover the batting cages and save the pool pumps for the following year’s budget.

“We are covering stuff that’s meant to be outdoors, and not human beings,” Pendergrass said. “The vision at the rec needs to be about the kids.”

Cox stressed he believes it can all be done.

“If we took this whole list – besides the generators, we can be all in and all out and move forward with our lives,” he said.

Webster declares State of Emergency

Residence on Gryder Road

Webster Parish has declared a State of Emergency for the damages sustained from Tropical Storm Beryl as it moved through the area Monday. All roadways are currently open, according to Webster Parish Director of Homeland Security and Emergency Preparedness Brian Williams.

“We currently have just under 800 residents without power,” Williams said Tuesday morning. “The two worst areas are Hwy. 79 at Gryder Road and Shongaloo near Hwy, Alt, 2, Ponder Road and Cockrell Road.”

Webster Parish Police Jury and Williams ask anyone who encounters trees in the roadway or power lines down, please DIAL 9-1-1 so the appropriate agency can be dispatched. Please keep back from any downed power lines, as the power companies are working diligently on restoring power to the affected areas as soon as possible.

Williams thanked Webster Parish Public Works Department, Webster Parish Sheriff’s Office and all of the parish fire departments that were out Monday, well into the night clearing roadways and checking on citizens.

For structural damage, please see the link below to complete a brief survey about your damages. This is no guarantee of any assistance, but it does allow a more precise picture of all the damages that have occurred across the parish.

She was born October 5, 1931, in Ringgold, La. to Obie Lester “O.L.” Nettles and Danny Eva Tipton.  She was a resident of Minden, La. and spent her entire career with South Central Bell Telephone Company.  She retired with 34 years of service working as a telephone operator, dispatch clerk, and maintenance administrator in the Minden and Shreveport offices.  As children, we have fond memories of calling her at work while she was on the switchboard only to have her answer “Operator,” and then give a stern reminder to quit playing on the phone!  She was the Chief Operator in our lives for many years, and she will be dearly missed.  She was a member of the First United Pentecostal Church of Minden, La.

She was preceded in death by her husband, William Dean Martin.
