BREAKING NEWS: Minden Police arrest man for second degree rape of minor at local apartments

Two Minden men have been taken into custody in connection with the sexual assault of a 14-year-old Monday in a swimming pool at a local apartment complex.

Minden Chief of Police Jared McIver said 23-year-old Ladorious Burks, who resides in the 300 block of Miller St., has been charged with second degree rape. He reportedly was arrested by MPD detectives early Friday at the residence, and is being held in Bayou Dorcheat Correctional Center in lieu of $500,000 bond.

McIver said the second man, Dehkobe BeBose, 24, a resident of the 1400 block of Lewisville Rd., was booked as an accessory after the fact to second degree rape. He reportedly was apprehended early Friday and is being held on a $250,000 bond.

DeBose reportedly is being charged as an accessory for allegedly being at the scene of the attack and making no effort to prevent or stop it.

Det. Matthew Hicks was dispatched to the Chateau Normandy Apartments in response to a complaint of a sexual assault which reportedly took place in the complex’s swimming pool, McIver said.

Det. Hicks said the victim was taken by a parent to the local hospital where an examination confirmed a rape had occurred. The victim reportedly was interviewed later at the Gingerbread House in Shreveport where details of the assault and identification of assailants were confirmed.

Information from the Gingerbread House interview was critical to the ultimate arrests, the detectives said, since no security footage was available to show the attack.

“There are security cameras at the apartment complex where this occurred, but they do not record, and apparently no one was watching the cameras,” Det. Hicks said. “The people at Gingerbread House did a really good job in talking with this young person who had suffered such a traumatic event,” Det. Hicks said.

 Armed with the names of the two suspects, detectives obtained warrants and made arrests.

“Using his knowledge and determination, Det. Hicks was able to bring this horrible incident to a quick conclusion,” said Lt. Jason Smith, head of the MPD Criminal Investigation Division. “He took the initial report and did all the right things, resulting in these arrests.”

Minden City Council prepares to pass budget

Minden City Council members are scheduled to adopt around a $45 million budget at their regular meeting Monday night, preceded by a public hearing.

At last month’s workshop, the council went through the most recent draft, along with department wish lists, some of which will be reflected in the final 2024-25 budget.

In addition, the council will award a bid for the construction of the Public Works Control Center Phase 2 and grant authority to advertise for street improvement projects bids.

Scheduled to receive improvements are East & West Street, Guy Miller Road, Jennifer Circle, Kitchens Court, Laurel Circle, Mignon Street and Woodhaven Drive.

An ordinance levying taxes of 5.05 mils on all taxable property within the city limits will be addressed. Those properties are designated as part of the Minden Downtown Development District which means an additional 1.89 mils, bringing it to a total of 6.94 mils within the district.

Other business:

• Possible appointment of Tommy Davis to the Minden Municipal Fire and Police Civiil Service Board;

• Hear the budget/financial report for June 2024; and,

• Hear fire and police reports.

Prior to the regular meeting is a public workshop at 4:30 p.m. where members and department heads will discuss the airport, a fireworks ordinance and electric vehicle charging rate.

The regular meeting (beginning with the public hearing) will be held at 6 p.m. August 5 in Council Chambers at Minden City Hall. The public is invited to attend.


Lunch & Learn presents ‘It’s A Scam!’

Every phone call, text or email from an unknown address, and even some bearing what appears to be official letterheads, has the potential to be efforts to steal personal information or money.

Scams abound in today’s technological world, and local residents will have the opportunity to avoid becoming a victim during a special community event scheduled Tuesday, Aug. 6 at First Baptist Church Family Life Center. Sessions are free and will be held from 11:30 a.m. until 1 p.m.

“It’s A Scam!!” is a presentation featuring panelists who will provide information on the latest scams, and steps that can be taken to recognize and avoid becoming victimized.  A free lunch will be provided.

An RSVP is requested and organizers say roughly 200 persons have already responded.

Panelists include moderator Tracy Campbell of Meriweather Wealth Management; b1Bank’s Jack Byrd; Webster Parish Sheriff Jason Parker; Minden Chief of Police Jared McIver; and Karen Guice with the Webster Parish Council on Aging.

No one, not even businesses are immune from what has become a major criminal enterprise, said Minden Police Lt. Jason Smith, head of the department’s Criminal Investigations. Smith and Det. Sgt. Jason Lee handle the fraud cases and they see a steady stream of complaints.

“We handle several each week,” Smith said. “And, unfortunately, many are cases where the victims have already forwarded money or information to the scammers.”

According to Smith, scams are becoming more and more sophisticated as technology improves. He estimated residents of Minden and Webster Parish have already lost more than a hundred thousand dollars to scammers over the past year.

Lee said roughly one-third of his active caseload involves fraud of some type.

“There are many types of scams and the victims can lose a lot of money or their sensitive information,” he said. “Sometimes, we can trace the source but if a victim’s money is sent in digital currency it’s just about impossible.”

Both Smith and Lee believe next week’s seminar is a positive step in getting Minden residents to pay more attention to calls, texts and emails.

“We hope this will raise awareness to what’s going on out there,” Lee said. “This is a profession for those people, they’re good at it and getting better.”

“If someone can scam businesses, they can scam individuals,” Smith said. “It’s not a bad thing to be skeptical, and if something seems even a little questionable, report it to us.”

Farm Ponds

This time of year it is a good time to take stock of your pond weeds and the scum.  We have had so much rain that there has been a lot of runoff into your pond.  If you fertilized the property that drains into the pond, you probably have a problem with all of the above.  

There are several solutions.  First the weeds.  There are several herbicides that are  labeled for the pond.  Before purchasing a herbicide read the label to determine:  weather the wed species can be controlled with the product * what herbicide best suits your needs and application equipment * how much herbicide is needed * when to apply the herbicide (time of year, stage of plant growth, etc)  and several other  variables.  Pond weeds are pretty hard to identify.  Aquatic plants are commonly classified into several categories depending on the location in the water they inhabit.  Aquatic plants may be free floating, emersed,submersed, or shoreline plants.  Suggestions for killing pond weeds are Diquat, glyphosate, and flumigard.  Most importantly is to identify and read the label.  You do not want to treat the whole pond at one time.  Treat about a fourth of the pond and do it in several applications.  This keeps the pond from losing all of its oxygen and kill the fish.  

Another good thing to do is to use a colorant for the pond.  The colorant helps to shade out a lot of the problems with weeds and algae.  Just take a gallon container of the dye and pour form the bank or out of a boat.  One gallon per acre of water with an average 4-6 ft deep.  Besides being helpful it just makes the water beautiful.  For best results, apply early in the spring and throughout the season to maintain a consistent color.

Membership drive underway for COA

An annual membership drive began Thursday and will run through August 21 for Webster Parish Council on Aging. All who live in Webster Parish – 18 years of age and older – can register for a free membership for life. To obtain a membership application, contact WPCOA at 318-371-3056 or go to 1482 Sheppard Street, Minden weekdays between the hours of 8 a.m. and 4 p.m.

Members can eat lunch five days a week, and non-seniors can join in by paying $4 per meal. Also, home delivered meals, recreation, homemaker services, caregiver support and other information resources are available.

The Council is a private, non-profit Organization, chartered by the state in 1960. Funds for the services are obtained from federal, state, local services and contributions received from participants in the program.  Donations are placed back into the programs to extend and improve the services.


Rich where it counts

Sorry guys, I had to take a week off to recuperate from our beach getaway.  

Overall, the four-day trip was a good time. We spent most of the days with our feet in the sand and noses full of saltwater. During the evenings, we were scarfing down yummy seafood and hunting crabs. In between all of this, we could be found lounging around the beach house relaxing, visiting and letting all eight of the grandkids play.  

But I digress, this column is not going to be a detailed account of our vacation, but instead I decided to write about my lovely father. Somehow, he got stuck riding with me on the nine-hour trip to Panama City.  

I think we made it an hour into the trip before he made his FIRST complaint. But before I get too far into those details, I need to give you a little background.  

First of all, this was my dad’s first trip to the beach in his whole life. He is 58…I think? Somewhere around there. You get the picture. He is the definition of a homebody. He goes to work every day and goes home. During the weekend, you can catch him in his boat on the lake. That is the extent of his traveling, so even getting him to agree to go on this trip was an accomplishment in itself.  

So, with that being said I expected some complaining to take place, but an hour in… come on dad. I quickly decided that I would compile a list of his grumbles.  

Kicking this off with a modest grievance, I was freezing him out of the car (remember I am in early menopause, so this wasn’t discredited) and he wished he would have brought a blanket. Followed shortly by, “I thought your car drove better than this and what is that smell?!” 

I did get to experience a couple short hours of silence as him and the three girls (who have yet to complain) fell asleep. Then, he woke up to tell me his body was hurting from riding. We are halfway there. Soon after that, we had to stop to let the ol’ man take a pee break. Followed by another pee break about an hour after that and an hour after that… the man’s bladder is the size of a PEA apparently (no pun intended).

We reach the first signs of the beach in Alabama. Dad says, “Just drop me off here.” Nope, still a couple more hours to go. At this point his body is no longer sore but is now NUMB.  

I am not going to go into details about all his quibbles after a not so short stop at Buc-ee’s. (May need a Part II for that one.) 

We finally made it. Whew! Dad spends ONE whole hour on the beach during this trip. Yes, you read that right. ONE HOUR. Not one day. ONE HOUR! His complaining subsided after he was comfortably placed at the beach house where he spent pretty much the rest of his vacation.  

Then, the dreaded drive home. Dad decided this time instead of being the passenger, he was going to drive. We stopped for a quick breakfast around 10 a.m. before hitting the road. It was a pretty quiet trip until about 4 p.m. when the kids were about to starve to death. Now, not to completely blame dad, the route the GPS took us home was a rural one and there were not a lot of places to stop.  

After about another hour of driving and him trying to convince my THREE kids to split ONE leftover donut from this morning until we got back into Louisiana, I finally convinced him to stop at a McDonald’s. Everyone had a full belly and empty bladder, and we were well on our way to the house.  

The funniest part of this whole expedition though was the cheers that left my dad’s mouth as we crossed the Louisiana state line. You would have thought he won the lottery. But I guess when all you need in life is a good week’s worth of honest work, a cold beer in the evenings and the anticipation of getting a hook wet on the weekends, he is already rich where it counts.

Seeds seeks sponsorships for banquet

Seeds Women’s Center has sponsorships available for their annual fundraising banquet, scheduled for 6 p.m. Tuesday, October 8 at Minden Civic Center.

“This year, our banquet is to help specifically with purchasing a larger center since in the last two years, we have flourished and outgrown our center,” said Executive Director Amber Bradford.

Over the past 12 months, Seeds has performed more than 108 pregnancy tests, completed more than 140 ultrasounds, had more than 110 families enrolled in prenatal/parenting classes and experienced families choose life for 38 unborn children.

“We are profoundly grateful for all the support we have received over the past year,” Bradford said. “The prayers and contributions of our supporters mean so much, as they allow this ministry to keep growing.”

A Passion for Fashion: Gabby Godfrey

Overall, the look was effortless chic with a twist of color.

A white Twin Sister dress that fit Gabby Godfrey like a glove.  It was the first photo shoot created by the then 17-year-old aspiring model from Natchitoches that would be the foundation of a portfolio for a hopeful future career in modeling and fashion design.

Halfway into the photo shoot, the photographer, Jess Roberts, suggested wearing a colorful headband that Gabby had packed in her bag that day.  It was the headband her grandmother, Ginny Carbo of Alexandria, had purchased for her as a Christmas gift in a local boutique.

Oh, that headband.

It was that headband that catapulted Gabby onto an exciting and…totally unexpected…path to fulfilling her dream of becoming a model.

“After receiving the photo gallery from Jess, I immediately chose my favorites and posted them on Instagram; tagging all of the designers of each piece I wore,” said Gabby.  “I received hundreds of likes and comments, many of which asked about the headband.  They loved the photos, but LOVED the headband and wanted to know where I got it.”  

Gabby could have just told everyone it was purchased at a small boutique in Alexandria, but she wanted to know more.  She began researching the company that made it and was blown away by what she discovered.

Alivia, a company started by Jovana Mullins in 2018, turns artwork, created by individuals with disabilities, into inspiring fashion apparel. 

It was this headband piece that began with artwork created by an individual with a disability participating in art therapy.  Alivia pays each artist for the use of his/her artwork, and then 10 percent of every purchase is donated to their associated nonprofit art therapy program.  Also, each garment includes a scannable tag which credits the artist responsible for the design.  Jovana then uses her own expertise and inspiration to create the fashion apparel.

Gabby was touched to learn the origin of the headband she wore, and it was not long before she was honored to receive a response from Jovana.

“We would love to work with you,” read the response.

At the time, Gabby was a senior at St. Mary’s Catholic School, leading a busy life with classes, extracurricular activities and leadership roles at school and in the community.  It was hard for her to break away from her studies and school activities.

But as soon as Gabby graduated from high school in May of 2024, she was invited by Jovanna to come to New York for a photo shoot to model the Alivia brand and to meet some of the talented creators behind the designs.  

During planning, it was discovered that Gabby and Jovana had a mutual family friend, Peyton Tillman, founder of and designer for the New York clothing company, Taylor Tillman.  Jovana and Peyton worked together to coordinate a combined photo shoot for Alivia and Taylor Tillman in Greenwich Village in New York City.  

“Having the opportunity to work with Jovana and Peyton was an experience I will never forget. Their overall mission and passion to give back through fashion was very inspirational, and I am forever grateful for the opportunity and guidance that they have given me.  

“I also had the privilege to meet Charlotte and Victoria,” said Gabby; “two absolutely beautiful girls who inspired the prints for the dresses I modeled that day.  Victoria was fun, very kind, and focused; Charlotte was outgoing and full of personality.  I instantly fell in love with both of them.”

Since the recent photo shoot in New York, Gabby continues to work with Jovana, helping to bring awareness to the mission of Alivia.  Jovana, who was impressed that Gabby researched the Alivia brand, shares a passion for not just doing what she loves, but doing it with a purpose.

“I love the story behind Alivia and how it showcases the talents of artists with disabilities,” she said.  “If I am going to have modeling opportunities, I would love to continue in the direction of doing so for a cause, or for brands that give back to the community.  

For now, Gabby is holding on to the lucky Alivia headband she wore in that first photo shoot.  She has brought it along on every photo shoot in the last two years.  

Some of her modeling and work experience includes attending the Coco Rocha Model Camp in New York, and the Mad Hatter’s Luncheon and Style Show in Lafayette, which benefitted Acadiana Symphony Orchestra music education programs.  She also modeled for Ames Layne and Zepp Air at the Louisiana Sports Hall of Fame and the Natchitoches Regional Airport, which along with Lynn Sanders Art and Alivia, were featured in the Fall 2023 edition of LOLA Magazine.  

In December of 2023, she modeled for the Church Street Inn in Natchitoches, and Jovana sent Gabby several items from Alivia to incorporate in a holiday photo shoot that took place at the Windsor Court Hotel in New Orleans.  

In the fall, Gabby plans to attend Louisiana State University in Baton Rouge and pursue a degree in Textiles, Apparel Design and Merchandising.  Gabby also continues to work with Simone Foreman of Images Model & Talent Agency in Lafayette.  She is hoping that her schedule will allow her to intern for Alivia in New York next summer, and to attend the European Model Showcase in Paris.  In the future, she aspires to create and design her own fashion apparel and accessories, similar to Alivia.

“It is surreal to think about how all of this came together from wearing a unique headband in my first portfolio photo shoot,” she said.

Courtroom shout-down leads to trial date

A Bossier City man charged with first degree murder was in 26th Judicial District Court Monday for a status conference that reportedly turned into a shouting match.

Sources said Jacorein Richardson was expected to accept a plea agreement offered by Assistant District Attorney Hugo Holland. However, when Richardson changed his mind, “folks from both sides started yelling at each other and the courtroom had to be cleared.”

According to court minutes, the August 12, 2024 trial is reset for December 16, 2024 as priority no. 1, and there will be no continuances.

Richardson, who was 19 at the time, is accused of killing three-year-old Aldravion Taylor in a drive-by shooting on Plum Street in August 2021.

Two hours earlier, a 19-year-old man, identified as Damarion Richardson, was shot and killed in a convenience store parking lot on Second Street in Arcadia. Bienville sheriff’s detectives said Damarion Richardson of Arcadia and the alleged shooter, Shamichael Murphy, 24, also of Arcadia, had been involved in an ongoing feud.

“The night the baby was killed, (Jacorein Richardson) was in Arcadia at that time,” then-Minden Police Chief Steve Cropper said at the time of the incident. “We feel this was a retaliation to the death in Arcadia. Richardson was a cousin of the victim in that shooting.

“One of the men in the house on Plum Street was one of the ones arrested in the Bienville shooting,” Cropper continued. “He was not charged with the actual homicide, but he was charged with illegal use of a firearm. He was in the house on Plum Street when the drive-by shooting occurred.”

Jacorein Richardson was indicted for first degree murder by a grand jury in September 2021.

Arkansas man in jail for breaking into Doyline residence

Attempting to break into a Doyline residence put an Arkansas man in the crosshairs of a Webster Parish Sheriff’s deputy, and a suspicious person call eventually ended in a drug arrest.

Sheriff Jason Parker said Deputy Chris Madonna responded to a call of a suspicious person and found 30-year-old Michael D. Libbert of Hot Springs, Ark., on the grounds of a residence in the 1100 block of Hwy. 163 shortly before noon Tuesday.

Parker said Libbert reportedly was talking incoherently and seemed to be unaware of his surroundings when he was approached by Deputy Madonna. During questioning, the deputy reportedly noticed syringes in the grass where the suspect was standing.

A bulge in the suspect’s sock reportedly caught the deputy’s attention and a search uncovered a clear bag with a suspected crystal-like substance inside. In a bag containing personal items, a metal spoon with a similar substance and additional syringes reportedly were discovered.

Libbert is facing charges of disturbing the peace, possession of CDS Sch.II and possession of drug paraphernalia. He is currently being held in Bayou Dorcheat Correctional Center. Bond has not been set.
